The Business Model proposed demonstrates a working capacity to meet your agency goals in the near term and provide you with benchmarks to fully determine the advisability of continuing under a shared duties partnership, full concession or to take the process in house.

Primary UPC Gate Services Duties Under Shared Partnership

Depending on the size of the installation and the number of units, UPC Gate Services will place a two to three person service team, supervised by the Senior Management of our company and subject to the oversight and monitoring of procedures and practices of our internal audit division. The separation of duties provides the level of security and accountability that is necessary in a decentralized cash handling system.

Automated Payment Station Servicing, Preventative Maintenance and Repair
 
Factory-trained compliance technicians are mobile and on hand to provide the mechanical and IT related expertise to maintain the automated pay station in peak productive condition.  Normal use includes user-generated errors that require occasional and incidental response such as bill jams or coin jams.  Equipment chosen with the optional EMS service components are able to be remotely monitored for service and can remotely tally receipts as a basic revenue check. 
 
Local service technicians will play the dual role of removing deposits by exchange of full for empty coin and bill acceptors that are inaccessible in the field, locked in the transport vault and taken to the secure central counting room by transport. 
 
Regular cleaning, graffiti removal, replacement of paper spools, battery checks, uploading software modifications including rate information or promotional rates, printing audit reports, responding to error messages or user questions, and general management of the equipment makes up the balance of the technicians daily assignment.
 
Banking and Counting Room Functions

The Project Manager for the circuit of Automated Pay Stations in the program is the software and back office position.  The job entails producing the daily (or weekly) deposits from the route technicians, organizing the cash into deposit form, counting and reconciling audit reports with cash collections, processing credit transactions and re-loading software with updated bad-card lists, and rate or other modifications to machine set-up.  All deposits are to Agency banking accounts and change funds are maintained at a fixed level by reimbursement. 

Refund or credit declines are managed as required and authorized by the Agency.  Season pass sales, smart cards, patroller cards for key staff are easily managed.  Local businesses can be provided an opportunity to promote coupons through the equipment providing the Agency with a potential community relations advantage.

Gate Staffing

UPC Gate Services recognizes that not all Agency goals are met by the simple collection of entrance revenue.  The interaction of the Agency constituency with Agency staff or with gate staff provided by third party providers is a critical impression building opportunity.  We have been welcoming visitors to parks for 30 years.  We look to this opportunity as an educational and informative first impression that must be managed efficiently as well as with welcoming enthusiasm. 

Our goal is to support and/or enhance the image of the Agency with its constituents (tax payers, rate payers, students, general public). 

To this end, an Agency may elect to out-source the entire gate function in which we provide the Entrance Gate Staff as well as the automated pay station management.  Attended gates are most effective at high demand locations during peak access times.  Throughput of vehicles, sales of passes and expedited entrance is improved with attended gates and the UPC Gate Services " full gate program" can provide this solution.
